It's a feature specific to Chipmunk's fork of APIClone. I assume she did this because meeting the requirements on a site this small isn't always evident, and chances are that the user will forget about the site before meeting them.

Yea, I'd also like to mention that waiting to become a Scratcher is inconvenient in general, and I don't really have the amount of users, or abuse for that matter, where having a New Scratcher group is actually useful.
